This is probably good advice, except that I have found it useful in the 
past to have these things in different partitions, especially if you 
ever want to do something like dd to an external drive. It makes it a 
lot simpler to just copy a partition that way. Nevertheless, either 
method would work.  I only suggest 40GB for / because the new drive has 
lots of space, and if 10GB ever became too little, it would be a big 
pain to change it.  Right now, my / + /usr + /etc is using a bit over 
5GB, which still would make 10GB plenty.
