I believe it is. It runs the new Ubuntu derivative gOS
(http://www.thinkgos.com/), which has a Web Application slant.

LinuxDevices has a good article on it
(http://www.linuxdevices.com/news/NS6962839488.html). The pictures
show no track pad but toward the bottom of the article you will see
mention of a touchscreen feature in the developer edition.

Of all the UMPC models being introduced this one seems the most
interesting (not including the OLPC).
