[Discuss] Peculiar JPEG Image behaviour -- Off Topic?

Hi Murray:
http://developer.gimp.org/standards.html says the GIMP uses the JPEG
standard at http://www.w3.org/Graphics/JPEG/ and there doesn't appear to be
any recent version changes there (page last updated in 2003). However, that
page does indicate there are lots of non-standard extensions to the JPEG
standard so you may be a victim of one of those.
You might want to ask the person creating these "JPEG" images whether their
application has an option to turn off non-standard extensions.
