Check if packages.ubuntu.com has a newer version available.  If not,
you can try searching google to see if someone is making newer
packages.

If there is a newer package you'll have to backport it.  I would look
at the ubuntu backport forum http://backports.ubuntuforums.org for
instructions.  Most packages are trivial (ie download package and run
dpkg-buildpackage -b).  A little harder would be backporting newer
packages from packages.debian.org.

If there aren't any new packages, I would suggest staying away from
doing a complex package like gimp (I haven't looked at gimp
specifically, but I assume it is from the size).  You'd have to
download the existing deb, insert the latest upstream tarball, modify
any debian patches, modify the build script as needed, and finally
build the package.
