Yes, those are the "x" examples that use the low-level API.

I just checked the high-level "p" examples (not available from our web page,
but available with the source code in bindings/octave/demos/p*.m), and they
indeed use the plot and axis commands.  I suggest you look at those examples
to get a feel for whether our high-level octave plotting API will satisfy
all your octave plotting needs.
