Just grab the first CD or the netboot CD.

http://debian.yorku.ca/debian-cd/current/i386/iso-cd/debian-31r5-i386-netinst.iso

You'd only grab all 14 if you wanted every package.  The CDs are more
or less filled by popularity.  The first CD will give you a full
standard system, which is more than you're asking for.
