I went from Shaw to Telus then back to Shaw Extreme.
Telus was more consistent, but slower.
Even now with extreme, it starts out really, really fast, but then you can
see it drop bit by bit, sometimes painfully slow.
I've heard tales of Shaw throttling down, but I don't know how to measure
it.
On the whole, factoring speed, service and cost (bundled), I prefer Shaw.
