Of course most packages do make a windows package immediately, but
have you ever tried to install a windows program which isn't
"packaged" properly?  You have to copy files all over the place, and
if some DLLs with a different version already exist you're in for a
world of trouble.

For Debian try visiting backports.org  often you can find the newest
version there.
