[Discuss] more Canada DMCA bill updates

Fyi,

This is a follow-up to the threads started on Nov 28th about Canada's 
own version of the DMCA copyright bills.  Apparently it has gotten to 
the mainstream press, and also the introduction of the bill has been 
delayed, though for how long and what will happen with it in the mean 
time remains to be seen.
