Why not look at a USB->serial adapter? There's single chip solutions for 
it; you could probably quite easily build your own USB->IR device.

Furthermore, the single-chip stuff can be easily configured (documented 
in data sheet iirc) to use TTL voltages, which if I'm reading you right 
is what the IR transceiver expects. And it'll work on any future device 
you own.

Plus you can reliably tap USB for up to 500mA of power @ 5V if I'm 
recalling the specification right.
